On what voltage is my scoche 500k micro farad capacitor suppose to be in?

it only stays in 12-13 when the car is turned off and i have the sound on but when the car is turned on it goes to 14 and lowers 12-14.06 those are the numbers it stays in. can it go any higher then 14?
